Does an office renovation require a permit?

An office renovation that does not change the structural system and only rearranges the interior is considered among the simple repair and installation works that do not require a permit under Article 21/3 of the Zoning Law; this rule is the same as for villa and apartment renovations.

However, the answer to the office renovation permit question does not end here: an office in a plaza or business center is not an independent structure but part of a shared building, which brings an extra approval layer similar to an apartment.

How does the approval layer differ for a villa, an apartment and an office?

All three rest on the same legal ground, but the presence of a shared building brings an extra party into play.

VillaZoning Law Art. 21/3None (independent structure)

Why are working hours restricted?

In a plaza, neighboring floors are operating throughout business hours; this is why noisy work such as demolition, drilling and plumbing strip-out is usually moved outside business hours or to a time set by the building management. The shared-area rule from our apartment renovation permit article applies here too, only the other party is a neighboring company instead of a neighboring apartment.

Freight elevator use, material transport hours and protecting shared corridors are also part of the same management approval; skipping these steps can get the work stopped after the site has already started.

Does the same rule apply in every plaza?

No; every plaza or business center has its own management plan and shared-area rules, which is why the first step is always a written conversation with the management before the project starts. There is no single right-or-wrong rule, only learning the window the building management allows.

We explained how the approval process affects the budget in our What Determines Office Design Cost? article; if work started without approval is stopped, tearing out and redoing it creates extra cost.

This approval process is also part of the office relocation timeline; if the management approval is delayed, the start of execution is also delayed, which is why the timeline should be built to include the approval step right after the lease agreement.
